Why do some 50A-to-30A adapters not work with Pebble?

Why does not every 50A-to-30A adapter work? I am at a site where the breaker keeps tripping. I have to use my car charger with its 30A adapter for shore power, so I cannot try the Pebble charger to rule out a charger problem.

A typical RV adapter expects 30A/120V with one hot wire. Pebble and EVs need an adapter expecting 30A/240V with two hot legs.
