The best way to check your unit, if you have a multimeter, is to measure the resistance between the L1 and L2 terminals on the NEMA 14-50 side. If those are shorted together, then the adapter will not work properly.

For someone who is new to multimeters, what do you mean “shorted together”? Is there a step-by-step way to check this?
To help with the understanding, here is a diagram of a TT-30 to NEMA 14-50 made for EVs. The charger must have 120V/240 across the L1 and L2 pins to function properly.
Standard RV adapters will leave L2 floating and only neutral and L1 connected.
In the bad adapters, we found the parts supplied did not follow the proper connectivity. If you have a bad charger, you will see that when you measure resistance between the L1 and L2 terminals that it will be 0 ohms (or close to 0 ohms), meaning that they are connected electrically.
